Navigating PEP Funding in a UK Property Purchase

We assessed a high-value property purchase funded by a gift from a non-UK PEP, tracing the donor’s wealth and funds through enhanced due diligence and sanctions review.

The Challenge

A non-UK buyer wanted to acquire a London property using a gift from a non-UK resident parent. The donor was identified as a Politically Exposed Person (PEP). The task was not simply to record the PEP connection, but to understand the donor’s wealth, establish the economic origin of the gifted funds and determine whether the transaction could be supported within the UK AML and sanctions compliance framework.

Sharpwell Expertise

Sharpwell’s Funds and Compliance Team combines property-transaction experience with enhanced source-of-funds and source-of-wealth analysis. In PEP matters, our approach goes beyond identifying the immediate bank account from which a payment will be made. We examine whether the underlying wealth is consistent with independently supportable assets and income and apply the enhanced due diligence and ongoing monitoring required by a higher-risk international funding profile.

Our Risk-Based Approach

We established the economic origin of the donor’s wealth, including the donor’s shareholding in a publicly listed company, and reviewed supporting evidence before tracing the funds through the donor’s banking arrangements, currency conversion and onward transfer to the buyer. In parallel, we carried out enhanced PEP review, sanctions screening and source-of-funds/source-of-wealth verification. The analysis considered whether the documented wealth and gifted funds gave rise to grounds for suspicion, rather than treating PEP status as an automatic conclusion. This enabled the team to assess the transaction on the evidence as a whole and to distinguish its high inherent risk from the residual risk remaining after Enhanced Due Diligence.

The Outcome

Following Enhanced Due Diligence, source-of-funds and source-of-wealth verification, and sanctions review Sharpwell concluded that the purchase can proceed. On the material reviewed at that stage, the review identified no information giving reasonable grounds to suspect that the gifted funds constituted criminal property, subject to the outstanding verification and monitoring conditions.

The Sharpwell Perspective

Look Beyond PEP Status

PEP status increases the level of scrutiny required, but does not automatically prevent a transaction from proceeding.

Understand the Wealth

We established how the donor’s wealth was generated and tested the explanation against independent supporting evidence.

Trace the Funds

We followed the gifted funds through banking arrangements, currency conversion and onward transfer to establish a clear funding trail.

Assess the Residual Risk

Enhanced Due Diligence, sanctions screening and source-of-funds checks brought the evidence together to assess the remaining risk and support a documented decision.

Complex PEP funding requires more than identifying the risk. It requires evidence-led analysis of the wealth, the funds and the remaining risk.
